At least one member of the raid must have had completed The Master of the Fluttering Wing to enter this instance. To obtain the access quest, you must be able to access to the third floor of the Tower of the Four Winds.
It is completely random which named monsters are in the zone, except for Xux'laio Master of the Fluttering Wing. It also possible that no secondary named monsters will spawn at all. You can repeatedly re-enter the zone until you have an instance with the desired bosses. Use the tracking skill to determine which bosses are present.
