This is a higher level version of the original Sanctum of the Scaleborn which was first introduced with the Kingdom of Sky expansion. You can select this instance by clicking on the entrance in the Tenebrous Tangle at 212, 21, -185
Just as with the original version of the dungeon, if you go to The Audience Chamber and kill all of the Scaleborn worshipers and then kill all of the drakota worshipers around the The Lair of Scale, this will spawn the Fabled version of the dragon Cyenadros.
