This is the headquarters for the Court of the Blades, The Courts of Maj'Dul which believes that they must lead the Dervin Empire through military force in order to expand it. Their primary responsibility for the city is the protection of it against the many hostile creatures found in the desert, specifically the Rujarkian Orcs.
This zone can be entered after you reach kindly faction (20,000+) with the Court of the Blades. See Court of the Blades Timeline for the repeatable quests which can be used to raise your faction. You can also obtain insignia tokens which can be exchanged in The Tower of the Moon for faction with the Court.
