This instance is accessed from a ship's bell in East Freeport or Qeynos Harbor, and is only available if you are on the quest Joining the Crew of the Bane of Prexus or Joining the Crew of the QSS Valiance.
The zone is the deck of a ship, either the Bane of Prexus or the QSS Valiance, at sea. The rolling waters on which the ship sails, visible from the decks, may cause discomfort to people susceptible to motion sickness.
