This zone is accessed from inside The Outer Grotto within the Splitpaw Den. Use the terraporter at 42.88, -78.54, -227.83 to enter the Outer Grotto. Once inside, the entrance to the raid zone is not readily visible from the water and getting to it will require jumping between several of the pillars. Note that waypoints do not work well if you're in the water, only when standing on one of the islands or pillars.
There are aggressive fish in the water, as well as Underpaw anglers who swim there. Around the islands and pillars there are gnolls, zygomids and bats. The entrance to the zone is guarded by Underpaw gatekeepers.
